When I had this done in June of 07 they replaced 2ea Upper Strut Mounts P/N 7R3Z-18124-C. No TSB back then. The Ford engineers sent the parts via fed ex to my dealer.
Then I got a CHE 4 point K brace, to relieve stress from the upper strut mounts.
It's been quiet ever since. This thread has been around for a while and I have several posts on it.
