How low you want to go also depends on what you do with the car after lowering it.

If your goal is improved handling then lowering the car more than an inch will negatively affect suspension geometry and travel. You might not notice this on the street but might if you run your car hard on a road course. There are fixes for this,e.g. front upper strut mounts, ball joint kits and bump steer kits but they of course add to the cost.
