New carb driving me crazy
I checked the floats. One was good and the other was off 1/4 inch on the hang test. I corrected that and added the silver (stronger) step up springs. I retarded the timing a little. Test drive will have to wait until Thursday. Keeping my fingers crossed.
I would have said as well you went the wrong direction, but you say:

the stock rods in the 1406 are: 1459 (075 x 047)
and you put those in: 1455 (073 x 042)
you went richer for cruise and power but I would have thought leaner.
the step up springs command when the rod is pulled up for power mode.
But then again, since you have adjusted your floats and timing it's a totally different story now.

You are both right. I did mess that up. I put in the 1455's and left the 98 jet which made it really rich correct? What if I put in a 95 jet and went with the 1455? The chart on the Edel site says that is 6% leaner in the cruise mode and the same in power.
stock is baseline (1459 rods and 98 jets)
changing only rods to 1455 and leaving the 98 jets in there will richen up power and cruise
if you now leave those rods in there and change both primary jets to 95, you will have the same power A/F, but cruise A/F will lean out.
(at least all that according to the edelbrock owners manual)

Ok. Here's what I did today. Replaced the jets to 95's put the 1455's in, reset the timing to 10 d BTDC, put the accel pump in the lowest hole. It still falls on its face. I checked the timing and at 3000 rpm it is only advancing to 20 ish. It should go higher than that right?
You disconnected the vacuum advance while testing, right?
But yes, it should go much higher than 20*, and that could be part of your problem. Total timing should be 30-34* all in by 2800-3000 rpm.

Yes, you need to cap that vacuum port when you pull the hose off. Sometimes the easier way to do it is to pull the hose off the distributor, then plug it with your finger or a screw.
That said, the problem is your distributor advance springs/stops. I'm not sure how the mechanical advance limiter is set up on the stock distributor, but you can change the curve by changing the springs on the centrifugal weights.
Before doing anything else, make sure the weights are clean and free of any bind.

I will check those. Actually, that's all that's left in there after putting the Pertronix 3 in. It is different than the Per 2. You take everything out and the 3 screws in where the points plate was.
