My 2002 Vic was doing that. On the Vic there was a black box behind the gas tank that stored the charcoal canister and one of the valves (I believe purge). There was another valve under the hood on the passenger side. I ordered all 3 from Rock Auto. The one under the hood probably didnt need replaced seeing as when I replaced the valve & canister near the gas tank it fixed the problem. I just didnt want to have to deal with anything else so I did it all at the same time. They were pretty easy to replace.
