No it won’t effect the strength of the spring. That is a relative constant. It will effect the effectiveness of the spring at absorbing bumps and your overall ride quality. Those brackets you speak of probably used to contain a rubber bushing that has long since disintegrated. Replace the bushings and you should be good again.
