Does anybody know if the smoked quarter light is dot legal?

Technically any alteration to the factory lights is illegal. That being said, you shouldn't have any issues passing inspection with a smoked quarter light. Also, depending on your area, Police don't mind something minor like a smoked quarter light.

Again, this is all relative to your area or City.
