Default Obd port

My obd port either isn't working or I bought a cheap scan tool. Not sure which. Would the car having a performance chip or tune have. Any effect on that

OBD2 port has a fuse specific to it. If when plugging in a scan tool or handheld tuner you get no power from the port, that fuse is the first thing I'd check. Hit up Google for a 2001 Mustang owner's manual, there are at least a few places to download it for free in pdf format. It will have a fuse panel layout in it somewhere.
