If you know your neighbors personally they're typically less likely to complain. The exception is my next door neighbors last year. They used to own harleys and every Saturday morning at 8am like clockwork they would crank them up and rev the motors before going on their rides. Sometimes they'd let them idle for a solid 15 to 30 minutes with a few revs thrown in. I never complained.

Then last year I added about 500 sq/ft of 18" tile on the diagonal to the existing tile in our dinnig room/living room, entry way and kitchen. I bought a tile saw to do the diagonal cuts which I started at about noon on Saturday/sunday and would continue till about 5pm. Took about 5 weekends to get all the cuts I needed (including initial mistakes). Anyways, about 3 weekends into it, one of my neighbors (with the harley) came over and was kinda bitchy, long story short I let him know I never complained when he woke me up at 8am EVERY saturday with their Harleys for like a year straight. He was kind of stymied and was like "oh, I see your point"
