Up on blocks?
Maybe it's me, but I thought putting a car up on blocks meant supporting the suspension not the tires.

Some places require you to have you car on concrete. My grandfather told me about a guy that had that happen so he took concrete and poured 4 1x1' squares in the yard and parked his car on them.

Maybe the guy put it on those blocks because he didn't want the tires to sink in the mud during rain storms....
