How is the date taken from the codes on this tag, it was bolted to the top of the intake on the 66 289 I recently purchased.

6-A is the year and month produced.

That means yours was made in January of 1966.

Yeah I just went by I6 decoding instructions, but I can say that:

289 is the displacement of the engine (duh)
66 is the model year of the engine
10 is the change level I think (also not sure what this means)
236-S is the engine code number which says what kind of fuel it uses and what model car it was made for.

Edit: I believe C means the Cleveland Assembly plant.
