Default help with 67 fastback resto

i have a 67 2+2 fastback that i inherited after my kid brother passed away in 1983. he bought the car when he was 14 and slowly fixed it up about 3/4 of the way until he drowned at 19 in 1983. the car has sat at my moms outside all these years and i would like to restore it to a nice driver and enter it in some local shows. can anyone recommend a place in wisconsin that wont require you to be a millionaire? also, it has the original 289 in it that he put 351 windsor heads on it and added headers and a holley 600cfm. should i keep the 289 in it and spend the money rebuilding it or am i better off getting a newer 5.0 crate motor and putting that in so it runs on pump gas? how does a person determine what costs will be to restore it when the shop isnt local? any help would be greatly appreciated!
