most states do not make you pay sales tax on Private transactions. In only in the course of a business related transaction or with someone who has a business license.

I think it will be determined on a state by state basis. I know that in TX we paid tax and we bought ours from an individual. So I would suggest calling your local county courthouse and talking to the tax assessor's office (or the Georgia equivalent) and getting your info straight from them.

In North Carolina we pay the sales tax when we get tag, the state has a formula to assign a value to the vechile, currently a 65 Mustang is listed at about 3,900.00 evaluation.

When transfering title an registration in texas you tell the people what you paid for the car, an at that time the state adds the sales tax... the only way around it is if you claim you paid $100 for the car when you actually paid $3600.... you need the seller to be on board with that though...

In California its 7.75% of the sale price will be paid to the DMV or the title wont change owners.

never heard of being exempt in any state paying sales tax. pretty sure you pay when registering the car at the dmv.
