In my opinion, both, originally as an economical 2 door sports sedan, heard it refered to as a poor man's corvette, but by 1967 it was on the fast track to being a muscle car.

I love this debate.

(IMO) 65-66 True American Sports car to fend off the British attack.
67-68 Sports car with American Brawn. Brittish cars were loosing favor in mass apeal, and becoming more a niche vehicle.
69-70 one Name Parnelli Jones! If that isn't a True American Sports car hero, nobody is. His weapon of choice?... Boss 302.
'71-'73 Muscle bound. The cars no longer were "sports oriented" And Muscle became a moniker, not a truism.

Remember from the early to mid '60s the Ford "Muscle Car" was the Fairlane. The "Pony" name was used to describe the Mustang as well as the Camero and Barracuda . It described an athletic vehicle that was nimble (i.e. sports car with muscle). These cars could be seen racing heads up on road courses across America. Their big block bretherin (from '67 on) where knocking down 1/4 mile strips at the same time.

So that's my opinion, right or wrong.

there's too much variation of design to say....id say 6 cyl, 260, 289 and 302's are pony cars and the rest are muscle cars until 1970..after that they are their own breed of mustang.
