Default POR15 This???

should i POR15 this headlight bucket thing? just figure get like spray can of it and spray it on there to stop the rust....yeah or should i do something else???

That looks like a perfect recipient of a couple of coats of rust encapsulator. Follow that with color and you will be good to go.

i'd definitely sandblast that first. por15 works well, but dont be lazy when you're restoring your car. if that is blasted already, then....oops.

id definitely sand blast the whole car if had the tools and place to do it.....but i definitely dont........

That area is in the back of you bucket. It won't be seen, so smoothing it for body paint is not necessary. Follow the directions on the POR can and just brush or spray it on the rust, then paint it.

Not according to the directions on the can. Just get the peeling paint out of the way, then put the POR 15 on. It works best with raw rust. I have used a rust endcapsulator on a lot of rusty things, and it works just like that. It is also acts as a primer, so you just paint over it when it is completely dry.
