Is the dash pad in a 67-68 mustang the same as a dash for the same year cougar?

No a cougar goes straight across and does not dip in the middle like a mustang.

but would a mustang's work? i really dont feel likle paying $350-$400 for the cougar's

You would have to cut the metal support under the padded dash on the Cougar.
