OK well just as an update for those who care. I finally got it released after examining the mechanism. Just a little levereage with a screwdriver and it popped right up. So I can see where the release lever would connect to, but it is disconnect and not with my car. So as of now I have to adjusted so it won't click into place when I push on the pedal.

Is it possible that someone disconnected it so that they can use it to kick the back end out easier? It seems like someone tried to go drifting style with my car by removing the release lever and adjusting the brake accordingly.

Anythings possible. I would think they would have installed a hand brake on the tunnel for drifting, or at least removed the locking pawl.

Yea you'd think so. Well I figured out that you can move the locking pawl up or down. When it's moved up then it won't engage, therefore won't lock. Oh well, who knows what happened. I guess I need to buy a release lever now [:@]
