I don't remember if he has a template you can download here but it's worth the read.

That's what I have done to my wife's '65 Mustang. The template for the '65-'66 has it drop down 1" and towards the rear 1/8". If you car is a 67 or later then just drill the new hole 1" lower. Of course you have to make sure you are marking the holes parallel to the original holes. You definately need to make a metal template, I printed off the paper template and took it to the photo copier and adjusted the size until the spacing from the existing holes to the new ones was exactly 1". I then sprayed some adhesive to a metal plate and stuck the paper template onto it. I punched a starter hole on the center of the location of the original hole to help orient the first drill bit I used on it. I started with a small bit and gradually worked my way up to 1/2" (I know it calls for 17/32" but the 1/2" will work in a pinch. Finding a 17/32nd bit was hard enough but drilling the new holes at 1/2" will work since the upper control arm bolts that fit through the shock tower will fit through the 1/2" hole. If you get resistance then wiggle the drilla bit to help it out.) To orient the new hole I just drilled a 1/8" hole in the template - that way all you had to do once you bolted the metal template to the outside of the shock tower is use a 1/8" drill bit and drill a hole in the new location by using the metal template as a steady guide.
Here's a pic of the '65 with the Granada disc brake kit and the upper control arms have had the Shelby drop done to them. I had John at Open Tracker Racing install a heavy duty Moog ball joint on the upper control arm.
The other pic is the template for both types of Mustangs...
