I just went out there and warmed the car up and the butterfly stayed open the whole time and never closed. I can't move it at all.

The choke should be closed when the engine is cold. If you can't physically move the butterfly valve at all, I'm thinking something is bound up somewhere. Can you follow the linkages from the butterfly valve to the thermostatic spring housing to see if anything is bent or broken? Does the throttle cable/linkage move freely?

Your carb looks almost exactly like mine. Mine is a Holley 4160. I am guessing by your pic that you have either a 4160 or 4150. I am stationed at Hill AFB as well. I have seen your stang driving around base. You might have seen mine, a 1967 coupe with lots of rust in the rear quarters. It is actually a very light green, but looks yellow or white. It has the hood and front driver's side fender grey primed. No hub caps just steelys. Local parts stores can order electric choke parts and they do stock some items for your choke. I just rebuilt my 4160 and I would take a look at your choke if you want.

Yeah, you two guys meet at the auto hobby shop on base and get her fixed. Ya gotta have a bent rod or something that is causing the choke butterfly to not close.

if you need a electric choke replaced, they are the same for both models and can be bought here for 45.95:

Good find on the pictures and the Summit link. It looks like he has the 4160. The choke assembly may have to be replaced if there aren't any obvious linkage binding or adjustment issues. I don't think the problem is a power issue. From the sounds of it, the choke isn't closing. By default, the butterfly valve should be closed, without power, when the engine is cold. Then when the bimetal spring heats up (using 12v power) it should open.
