if the water passages are rotted all to hell .060 is fine - most of that .030 or bust crap is a myth. keep in mind they also make stuff in .040 too which is only .005 more on each side.

the cleves suffer from hot spots are are thin wall cast so 30 is recommended but some do more than that but the less the better when it come to rebuilding

I would keep it at or under .030
Why risk it for a few cubes?
You may want to have them install the Moroso oiling kit, you can get it from Summit or Jegs.
If you need another block... you can find one. There was a 71 with a Cleveland at the Pick-N-Pull in Chico, CA... They are still cheap if you have time to hunt.

well i dont really want to bore it out for the cubes, i just want a good rebuilt engine that can be used in a car for a cruiser! i plan on doing 351C (with a 4brl carb, little cam., headers) aod, and 9" with 3.55 gears so i can run it out on the hiway . i just thought it was weird that when i called the eninge shops it was the same story...maybe i should ship it out to people that know what they are doing for the machine work but i DO want to put it together myself (first one)

get the machine work done 30 over and then order a master crank kit from paw(performance automotive warehouse) i got mine complete balanced etc so all i had to do was check tolerance and assemble it

Where are you located? You might be better off asking around on the forum for machine shops (and the employees to talk to). I used RLP in Anderson, CA on my 351C 2V, they did a nice job, but it took a LONG time (not all their fault, some parts took forever...CHI heads...and other bits)

PAW's site sucks, and you have to pay for the catalog but its probably thicker than your phone book - ALOT of stuff in there and they have really good prices too.
i still say .040 would be fine if it really wont clean up at .030 - like i said before .005 such a little amount to be removed from each side you will be FINE.
what i would like to know, is will a 400M bolt right into where a 351C came out of? if so it seems like that would be the way to go.
