The leaf springs are acred so as they get compressed they get less of an arc in them which results in them getting longer. The shackle allows the leaf spring the ability to get longer. If you connected the back of the leaf spring like the front is connected your car would bounce like a basketball because the leaf would not have the ability to get longer. Does any of that make sense?

Do you mean the lifter shackles? If so all those do is relocate the leaf spring further down thus raising the back end of the car. By doing this you can put on bigger tires, but i think it hurts handling, not sure. Also some do it simply for the look. "butt in the air"
