California applied VIN

Default California applied VIN

My 68 mustang has a couple of California applied VIN tags, fender and door. These VIN tags have a control number on them. Anyone have an idea of where I might be able to find out why the VIN was replaced with the California tags? The car seems to be in good shape, I've been fixing a few small dents so it should not have anything to do with the car being totaled at one time. I believe these VIN tags are the original VIN.
