Hard Job.
Only about 250 spot welds to drill out to remove the old cowl then 250 spot welds to make to install the new one.
If it isn't too far gone, some people replace the hats for a short term fix till the rust spread larger past that area.

You could get one of those fancy plexiglas cowl covers![8D]
I put the plastic hats in on my 68 and you can do it from the inside with out unwelding the cowl. Dont know about the 65 but either way it is a bitch of a job. Good luck.
