Fiber pad is like padding and does cut down tire and exhaust noise. I just ripped all my fiber pad outta my fox today to lighten it up a bit and plus I redid the carpet, I took it for a spin on the highway...... and god damn it was loud inside the car!! So I guess that just shows how good that fiber pad is.

So I would say either the fiber glass insulation stuff that sticks to the floor or some fiber pad.
