whats this part? above rear differential
on the drivers side of the rear axle. there are about 3 soft rubber tubes. it looks like its part of the brake lines. however its a soft rubber tube that connect to the top of the axle and heads up into the body almost.
i think i saw something like an axle vent tube,
reason i ask is, while i was under my car and saw that this rube is cut and broken in 3 spots. there is no oil or fluid leaking out, so what can it be for.

The vent hose does just that. Lets air in/out of rear axle. The tube is supposed to be routing up and through a place in the undernearth sheet metal through a grommet/hole. This tube keeps water/dirt etc. from entering the axle. Yes you need to replace it...at somepoint. Don't want water in your axle. NPD, for one, sells a kit with a hose, clamp, gromment and screw. It is about 10 bucks and is a 10-15 minute job. I replaced mine a few months back. If it not a daily driver and only driven on sunny days then you should be ok until you get to it.
