Default repairing rust

hello guys i am now starting to fix the few rusty spots on my car mainly around the drivers side quarter panel and the windows,
i plan on paint the whole floor pans, trunk and frame rails in POR 15. is this a good idea or do you'll know of anything better.
i then plan to cram a bunch of "naval jelly" in the rusty spots on the windows and then weld it up with sheet metal and smooth this out, should i do this or should i put some "no rust" or something like that, i don't know much about POR 15 or Naval jelly or no rust stuff other than what i read on there website's but could you tell me what you'll painted your car with and any products you'll know about.
my goal is to cut out all the rust i can and then paint it with something to keep it from getting worse, like i said i don't have much just around the window seams go and a little on the quarter panel
thanks for your help

Just cut it all out and replace the metal. If you're cutting it out no need for the other stuff. POR 15 is only supposed to be used directly on rust as it prohibits it from spreading, so you can use POR15 on your rusty floor pans as long as they arn't tooo rusted. If they are then replace them.

I agree, I'm taking an autobody repair class right now and did some work on my mustang tonight. Had to grind down around all my rust bubbles in the fenders and quarters to find good metal. From there I'm cutting out the rust and welding in new pieces. Floor pans would be good to coat, but you'll want to cut the rust out. Whoever fixed my car thought putting body filler over rust would fix the rust...not so much.

From what I always understood naval jelly was to strip paint not for rust. It was meant to remove that really strong and thick paint on ships.
