Looks like on the passenger side a short pan would work.
Drivers side looks like it could just be patched.

That thing in the last photo is the torque box and it needs to be inspected very carefully and repaired or replaced as needed.

Consult a professional.

check out this guys site for pictures of the floor pan repair he's done on his '69.

i would put new boards in both sides, the piece in the bottom pic is a torque box and it needs to be in good condition as it is a support for the car. have fun!

Once you get in there and start cutting out the bad areas things will get worse. Replace it all including the torque box. Unitized body needs all it can get. Did you check the cowl for leaks? leaks....rust holes. This could have caused the front floor rust. If in doubt replace it.

Henrob makes a good torch for this kind of repair. Coat hangers made good welding rod. The welds were not brittle. I replaced the trunk floor and 60 percent of the rest in a 55 wiyh mine. worked better then my gas shield wire welder.

How much you do all depends on how deep you want to get in. I would use an abrasive wheel on a drill to remove the surface rust and see what was left. It looks line you can probably get away with just patching the floor board and toe board. I would only remove and replace the sections that are rusted. Once you remove the portion of the toe board that is rusted, you will have a better idea as too how bad the top side of the torque box is. Replacing the torque box is a major job and I would hesitate to replace them if there is only surface rust. It is true that the torque box is a part of the frame, but some mustangs came with them on only one side.
I am in the middle of replacing them and then floor supports and full floor pan and repairing the front frame rails on my 68. If I was blessed with the rust you have, I would already be done. I should not complain because I would not be doing it if I was not having fun.

P.S. Ware eye protection!!!!!!!!!! I had on safely glasses and a face shield and still managed to get a metal sliver in my eye when I was grinding.
