Its the use of water and waterproof sand paper. Usually is done with a block. The water serves as a lubricate (cuts faster)and keeps the paper from gumming up from the solids released by the sanding process. Normally done with 400 grit and up sandpaper. High end paint jobs are often color sanded then buffed.
