Rust through - what 65 fender part is this?

Rust through - what 65 fender part is this?
Back again with another question. Hope I am not being too much of a pain. I do really appreciate all the help you guys are. How bad is this rust through? Patchable or replace. Can anyone tell me what part this actually is? Looking at parts drawings I still had trouble determining exactly what it was. Part of the fender itself or part of the inner fender or something else entirely. It does not look structural at all. Thin metal. The far picture shows the location. The close picture show the actual rust through. Seems to be the passenger side only. Thanks.

thats just a splash guard, it just has self tapping bolts that hold it on, and they are pretty cheap
look them up in any mustang parts catalouge, i think they run about 30 bucks a set
