Black, oily plugs
Took the plug out of No.1 Cylinder to find oil on the plug and the plug very dark, I beleive its running to rich, any harm of the oil on the plug?

RE: Black, oily plugs
Looks like that cylinder might be having issues with oil control. I think it is pretty safe to say that that particular cylinder was not firring prior to plug removal.
Try an extended tip plug (hotter plug) to see if it will stay hot enough to keep the oil burned off. Could be a ring issue, a valve seal issue, or possibly a pcv issue. Begin by changing your PCV valve, but don't jump to conclusions....
The issue may not be as serious as it might look. Could be that the plug was fouled due to the carb running rich, or a bad plug wire, and then the oil accumulating after thecylinder stopped fireing...

I beleive it is the carb running rich becuase the car runs and drives with no problems and its pretty definate to when a cylinder is not firing
The engine only has about 1000miles on it since the rebuild, the heads have been rebuilt as well with new seals

It looks rich at least. But the ground strap and electrode looked oil free, but mainly on the threads, though it was hard to tell in the pic. Were you the last person to put plugs in it? If there's oil only on the threads it could be someone just used oil to lube the threads so it would sieze. It could be week or incorrect ignition timing as well. Are there any deposits on the elctrode or ground strap?

Yes i was the last person to put the plugs in, and no i did not put oil on the threads, however i have no fully adjusted my timing curve, its coming in a little slow for my taste about 35* total at 3200RPM
Thanks Guys!

I didn't even think about that till JMD mentioned it, but yeah, it's not uncommon for fresh builds to blow/burn some oil. Even if it's just the excessive oil built up from assembly. And yes, it's excessive compared to the microthin coating of oil left on the wall AFTER the rings are done scraping it.

Thanks everybody I appreciate it, im gonna pull of the heads and do a little P&P and some port matchin along with a new intake, then its time to strap it onto the dyno with the wideband and tune her up.
