weird plate on the dash

Default weird plate on the dash

I have a strange thin aluminum plate where the dash vin is supposed to be on my 69 mustang. Instead of a vin number it has the letters C9ZB. All of my other spots, fender apron, buck tag, door tag all match the vin on my title. Just thought this was a weird tag and not sure what it means.
My questions is, since they don't make reproduction dash tags anymore, is there an acceptable tag to put in this area just to have on there or is it better to just remove the cryptic tag I have and leave it empty.

Here is a picture, it is a little bent up from it being folded over forward, probably from the PO putting the dashpad on wrong. You can't see it in the picture but right in the middle it is etched with C9ZB

Thats a horrible picture, I cant see a thing. Any ways from my experience and things I have seen over the years, my first question would be:

Is the car registered?

If not imgetting the feeling this was a chop shop special. Who ever did the work wanted it to look like a vin was still in the window.

If it is registered I would start looking in the shop manual for those #'s

The car is registered and clear. All of the VIN numbers match on the fender apron, buck tag, door, etc. The Original color decoded from the id, matches what is found inside the car. There is nothing out of the ordinary and actually this tag was bent underneath the dashpad which is why it is bent up. Because of the reflecting off the windshield, I could not get a clear picture. It is just odd but like I said, it has matching numbers all over the car, has been registered most of its life and DMV had no issue when I transfered the title.
