there's a freeware program called Irfanview
http://www.irfanview.com/
it's tiny in size, great application.
It's a great picture viewer and with this one you can resize easily.
It's a must-have in my software collection

There are thousands of software programs for this. A quick Google will blow your mind with everything thats available and leave you wondering which to install. I've used many programs over the past. There is a Free image editor that gives Photoshop a run for its money is called The GIMP which I've used since 93/94. Originally a UNIX/Linuxapp its been ported over to Windows and runs great. The installed can be found here. Pretty easy to use too and its free.
I also use Photoshop and ACDSee (image viewer) both of which cost a substantial sum so not really what your looking for.

If all you want to do is resize then I use the Microsoft resizer. All you need to do is right click on an image select the resize link and select the size you want, I find that 800X600 works well for the forums. Just follow the link and select image resizer from the right hand downloads. The image will be saved in the same folder with the same name only with (small, medium, or large) next to it.
