68 Rear quarter panel question

68 Rear quarter panel question
I have a hole (4x3) right after the "scoop" and the lip around the wheel is rotted. Would I need to buy the full panel to fix this or could I go with a skin or a patch panel that cover those areas? Is it harder to put a full quarter panel in?
