Question Rear License Plate Lamp

Does the bumper need to come off to install a rear license plate lamp on a 67 coupe?

I know my buddy has a 70 and it needed to come off for proper placement.

Thanks

I installed the license light without much trouble on a 66 with the bumper installed. If it is a repo make sure both ends are bent to the same dimensions.
