wow, that is less stringent then parts of Nevada, specifically Las Vegas. I would have never thought that.

If your going to drive it everyday i would get a overdrive tranny rear gear the rear end to match maybe efi it too.

efi is not that expensive if you shop smart. I got my full RUNNING setup out of a donor car for $500 with trans and everything. You run into high $ when you pull from a mustang or get it brand new. They have efi in more cars than mustangs that'll work.

For EFI, check out: www.affordable-fuel-injection.com

These are ALOT cheeper than $3000, some kits are only $950
and the "Throttle Body" kits fit almost ANY engine.
The TBI unit just bolts on to your intake where your carb was.

No need to dig thru a junkyard for something that may or may not work!
No need to adapt something for the 351C.

I haven't tried one of these yet but it would probably improve your MPGs.
I bet the 351 would still be much worse than the OP's Volvo though.

tbi is a step above a carb but not much.I rather have a multi port efi but its a little harder to do on a cleveland.There is a way to make the efi off the 302 work but i never seen it done myself.

Not sure why you say that??, my 89 Chev Blazer had a very similar TBI unit on the 4.3 v6. It ran great for 150K, very reliable, very powerfull (for a v6), lots of torque.
