maybe try some steel wool and a lot of elbow grease, maybe some polishing compound

if they have already started rusting then i doubt you will get them to look like new but a little scrubbing will go a long ways

If you use steel wool, use 0000 or 000. That should clean them up good.

yes use steel wool, then shine them. Shinny pits is better than rust!

Spray phosphoric acid on them, let them sit overnight, then hose it off. Home Depot, $11.99 gal

I have always heard that acid on wheels will ruin them

Try to find Wenol. It's a very good metal and chrome polish. Seriously I found out about it in the stereo world. It's great for cleaning and polishing Mcintosh Stereo Chasis, not the computers LOL. It is also very popular with the Vette crowd. I kid you not. Some kitchen stores carry it or you can find it online.

Have them sand blasted then Re-chromed if you want 100% re-furbished.
Otherwise the other suggestions will work good,You have to remember when rust is present that means some of the material they are made out of is gone and if you loose enough of the material, it will look bad/create structural failure etc etc..and you can never get it back to original unless you replace the material.
