C4 No third gear and speedometer not working

I just bought a 65 coupe, and the transmission will manual shift from 1-2 but no third. will not shift by itself either. friend of mine told me it could be the governor on tailshaft. is that where i need to be looking and how do diag it.

Check to make sure you have good vacuum to the modulator. Without the vacuum, it won't shift to 3rd.
