114.3mm = 4.500". That means it will bolt up, assuming that nothing interferes with getting the wheel flat against the drum or disc hat, and that the holes are the proper size for your lugs.
The 18 is the nominal wheel diameter and tire size. It's not the OD of the wheel all the way out at the edges of the flanges, but somewhere in the bead seat inside the flanges down at the "barrel" of the wheel. Overall wheel OD is a little more than an inch and a quarter bigger than the "nominal" size. The 18" wheel on my '08 GT actually measures 19.5" overall.
Likewise, the 8" is an inside measurement between bead seat locations. The outside width will be about an inch greater.

Like everyone else said they are the same measurement. Make sure the rims are for a rear wheel drive application though. When I first started looking at rims and such I didn't know there was a difference but there is, so something to be aware of. I found some really cool rims that wouldn't work b/c they were for front wheel drive. They do sell a styled steel wheel hubcap with different color center caps that go on your 4.4.5 rims to make them look 5 lug. That's the way I'm going. Hope that's helpful.
