It centers the rotor on the hub correctly. The hole in the center of the rotor is slighty larger than the outside diameter of he hub snout and the stud holes on the rotor are also a little bit larger than the wheel studs. So there needs to be something holding the rotor and locating it on the hub before you install the wheel. A ring is the easiest way to do it but I think there is a way to do it for much much less but will require some work.

I found a couple places online that sell them and others who make them. I have not measured yet so I dunno if they are a stocked item. If they are then its pretty cheap. If not they are a bit more.

The hubcentric rings come in this kit! they also sell them seperate. they may work and would probably be cheap.
I have a question. Do you think that a hub from an sn95 ( 94-2004 ) mustang would fit on a classic? if they would, then you can buy the hubs, rotors, and calipers at parts yards around here for about $100 total.
