Default Wesco Seat belt question

Hi, I just put in a set of Wesco 3 point seat belts in my 73 coupe. I got the kind with the 7inch drop like everyone suggested and it seems to work pretty well.

The question I have is on the 12 inch belt that attaches to either side of the center of the floor. It comes in a hard plastic shell. I attached them to the floor that way, and they don't look bad. But, they do interfere with the seat adjustment. I just wanted to verify that I should try and cut that plastic shell off. If I did so, I would use the soft mounting sleeves from the old belt to make things look nice.

Am I supposed to cut that plastic sleeve off in this application?
