Wiring woes

Default Wiring woes

I have been chasing down wiring for a month now; almost have everything working. It appears that the constant voltage thing that bolts to the back of the dash panel isn't working properly--if I screw it to the instrument panel, all the lights (turnsignals, etc...) come on. This is not supposed to happen, right? I put a test light against the outside casing of the constant voltage thing and it has power. Can someone shed some light?
