only when the car is running? what do you mean by running, revved up, idle, rolling, ????

if its manual drum there should be ZERO interaction between an idling engine and the brakes.. or a revved up engine and the brakes.

Sounds like more air in the system. Or if you changed your master cylinder maybe it wasnt bench bled correctly.

Bleed out the farthest brake first, the rear right and work your way to the closest brake.

Also, check to see if your brake pads are installed correctly. I did my brake lines a while ago and go brake fluid all over my hands for a few hours while bleeding which mildly burned my skin. The short of it is, I took it to Midas (brake experts right?) to get all of my rotors grinded because it was braking eratically. While they were grinding the rotors, they asked me about new pads, so I had them put in thinking about my burnt hands. Well, they put the back ones in wrong. My pedal was spongy and I didn't notice until I got home. I live up near a mountain, uphill from the almost beach location of the Midas store.
