Floor board top coat over self-etching primer
Alright the last couple months I’ve been working on getting all the surface rust off the floor boards of my 69 stang. I’ve been using naval jell over and over till the rust is 100% gone . After that I’ve been using rustoleums self-etching primer. I was wondering what I should use as a top coat? I have the feeling that just paint won’t do the best job of preventing the rust from returning. I was thinking maybe a truck bed liner that might even act as a sound deadener? I just want something that i wont need to worry about for the next 20 or 30 years. Any ideas?

I have found out epoxy over any rattle can paint will cause the epoxy primer to lift and crinkle. After talking with two different paint shops about that both have said that rattle can paints are made from fish oil and the epoxy paint doesn't like it.
Test it out and see what it does before you do anything.

POR15, KBS, Chassis Black, etc are made to be used over rust. I made that mistake in my car and I regret it. I have new floor pans and used Chassis saver, sprayed with a couple coats of Raptor and I'm already fighting with chipping, etc. Those products over etch primer, I can't say how it would hold up but still, it says they are to go over rust, and it doesn't say to use over etch primer.
I have learned that the problem with spraying an epoxy, or 2k, or other urethanes over etch is that a urethane will melt a two part etch, - not sure if about a one part rattle can. If I were you, which I wish I could have stopped at re-did it while I was at your step, I'd strip the etch off, properly clean the metal again, and spray the clean bare metal with an epoxy. Just my .02!

just did my floor pan, used rust bullet and their metal prep etching. Once stripped, degrease and clean your entire floor, then spray with metal prep and let sit for 15 min, wash down with soap & water, then roll on rust bullet. My suggestion, wash youf floor a couple times to insure you get ALL the metal prep off, then roll on the rust bullet. I've got one small spot that I didn't completely scrub and it's bubbling up from the prep, but other than that quick fix, all is very good...
