Default 1969 Non Tilt Steering Column Rebuild

I was going to post some pics of my steering column rebuild but I have hit a snag.

There are two foam seals that seal both the inner tube and outer tube. I ordered the seals from MuscleCar Research and the outer seal installed fine however, I am unsure about the inner seal. I am not 100% sure where it goes and when I installed it on the column shaft, it prevented the shaft from turning inside the inner column.

Does anyone have any good pictures or a good description of where this seal goes?

Pic 2-Plastic retainer on outer column and corresponding holes

Pic 5-'exploded' view of columns and seals

The black seal in Pic 5 (far right) on the column shaft is where I am having trouble.

I'm very late to this party - Did you get it figured out, OP?

I'm having the exact issue during my 1969 non-tint rebuild.

What did you end up doing with that seal?
