If the idle adjustment isn't doing anything then I would suspect you have a vacuum leak somewhere. Could be an internal issue with the carb but I would check the gasket and all the vacuum hoses first. Might be one of the intake gaskets too since that is all new. Spray carburetor cleaner all around the base of the carb, the vacuum lines and the intake ports listening for a change in the RPM. If there is a leak it will draw in the cleaner and drop the RPMs down,.

Also look for open vacuum fittings on the intake or carb.
