Default bolt rotates with nut (?)

taking out my passenger seat. Had the same problem last night but fixed it by jaming it with a screw driver. For some reason it wont work on this one.

How do you do it?

Penetrating oil (PB Blaster or something similar, not WD40), heat, and an impact?

yes I'l try some pen-oil, but tad the nut rotates with the bolt itself and no way to grip the top. if there was just a way to hold the bolt head with a socket or wrech and then break it free from underneath. there's just no clearance to do any of that. and it's frustrating.

Are you able to get a small pair of vise grips on it?

You could try epoxy-ing the bolt head with a syringe and letting it set overnight.

Hmmm just tried that. didnt work. almost, but then it slipped off. twice.

I'm thinking now about how to just cut the head off the bolt. there's lots of wiggle room, so is there a way to slip say some "diamond-wire" under, work it back and forth fast and eventually cut the head off???

i heard that with floss and extra gritty toothpaste you can break out of jail bars...maybe that'll work??? or other tiny sting to cut it off???

yep. last resort is angle grinder. always an option. even if there's no wiggling room, some of them you can just cut into and split then. if you have wiggle room, just cut the bolt.
since you are at the seat screws, maybe you can jam it using a car jack
