SVT95Cobra

Hey I need to pass emission with my 95 Cobra to get plates and insured. The guy I got it from has an O/F h pipe on it without catalytic converters so I already know it wont pass emissions. He also said the Smog pump is clogged or something which I don't know much about. What I need help is an estimate of how much it would cost for a new h pipe with cats and unclog the smog pump and how much the labor for that would be. Any help is appreciated.
