Default water leak into rear quarter panel

hello,
I've recently been having problems with water leaking and filling up inside the rear quarter panel behind the driver side door. usually happens after washing the car or in the rain. I've cleared the drain holes with a coat hanger but it still holds water. Anyone have the same problem? how do I fix this without drilling holes in the side of the car? Any help would be great. Thanks.
