Default 2007 v6 vert top motor not running

Voltage to the motor at connection is showing around 9.5V when switch is on to raise or lower the top. When I checked for continuity to both male and female plug the multimeter showed continuity with the ignition off. Occasionally when fooling with the top switch the motor will come alive, but now it isn't wanting to run at all. Relay? ( 2 relays in the fuse box by pcm), top motor, or short?

Testing for continuity or ohms is a useless test for a number of reasons. Voltage is the way to go. With that said, how did you check for voltage at the connection? Was the motor plugged in at the time? Where did you have your meter leads connected specifically?
