I believe that you have to have been a member for a certain amount of time and have had a certain number of posts before you are qualified to enter those forums.
Basically, it is meant to prevent the abuse of people who only join to buy/sell, or worse, to troll.

to answer the original question: you need to be an active member for at least 30 days and have a total of 50 contributing posts. this means that things like "+1" dont count.
