"Send Private Message" option not available?

Default "Send Private Message" option not available?
I was trying to PM a user about something they had for sale, and noticed when I click on the username, the "send private message" option isn't there. I know I don't have the 50 posts that are required to post in some areas, but I didn't think PMs were restricted based on post count. Any suggestions on which settings to change to enable PMs?

They might have the pm option blocked so they cannot receive them
